There are special components for this (there are many different ones), mainly Label with the ability to be hyperlink.
I use the WebLabel component.
You can do it with your hands, but why, if you have something ready.

Why hands. In OnClick you write something like:
ShellExecute (Handle, nil, "http://www.delphi.mastak.ru", nil, nil, SW_SHOWMAXIMIZED);
Processing OnMouseEnter and OnMouseLeave you can create a beautiful hyperlink without a space.
